State of the District

A quarterly report on documented economic, healthcare, energy, and agricultural conditions in New York’s 23rd Congressional District — and Rep. Langworthy’s votes, public statements, and public silences in the same window.

Method: Every condition is classified by attribution confidence — from Tier 1 (the affected party or a government filing names the cause) through projected (modeled but not yet realized) to unattributed (real losses whose causes are contested, multi-causal, or non-policy). Each issue includes a mandatory section listing significant district losses that cannot be attributed to federal policy. The goal is attribution, not aggregation: a report that attributes less and documents more.

Conditions are presented first; the representative’s record follows them.
