“Thank you for contacting me to express your opposition to the Safeguard American Voter Eligibility Act (H.R.22). I appreciate the opportunity to respond.”

On what the SAVE Act requires:

“As you know, the SAVE Act would require proof of U.S. citizenship to register to vote in federal elections and prohibit states from processing voter registrations unless the applicant presents documentary proof of citizenship. In addition, H.R.22 would require states to remove noncitizens from their voter rolls and establish criminal penalties for election officials who register someone to vote who has not provided proof of citizenship. I proudly supported the SAVE Act when it passed the House on April 10, 2025.”

On New York’s bipartisan election system:

“The SAVE Act is a commonsense measure to ensure only U.S. citizens are partaking in our elections. In New York, we have a bipartisan Board of Elections to ensure that free and fair elections occur. When an individual goes to the polls in New York State, there will always be a Republican election inspector and a Democrat election inspector sitting next to each other in this self-policing system.”

On photo ID:

“Unfortunately, New York, like many other states, lacks a photo identification requirement, a critical measure to ensure our elections are secure. A photo ID is required to get a job, buy a car, buy a house, collect government benefits, and even to enter many buildings. Yet, there is no reason why you should not need an ID to verify who you are when registering to vote or casting your vote in an election—the constitutional right of American citizens.”

Dismissing constituent’s position:

“Under the Biden Administration, over ten million illegal immigrants have entered our country, and the SAVE Act will be an effective measure to prevent these individuals and additional noncitizens from illicitly influencing the future of our nation. While we may not see eye to eye on this issue, rest assured I will keep your thoughts in mind…”

What This Response Does NOT Address

  1. Documented barriers — No acknowledgment that documentary proof of citizenship requirements disproportionately affect eligible voters who lack specific documents
  2. Current evidence of noncitizen voting — No evidence provided that noncitizen voting is a documented problem the SAVE Act solves
  3. NY-23 specific impact — Rural NY voters may face greater difficulty obtaining required documents
  4. Criminal penalties for election officials — Does not address constituent concerns about the penalty provisions
